For most visiting families the answer is Sumida Aquarium — no booking, the stroller comes inside, and it is in the Skytree complex you were going to anyway. The no-friction visit mid-sightseeing: it is inside the Skytree mall, asks nothing of you, and is sized for a toddler attention span.

Which Tokyo aquarium is best with a toddler?
For most visiting families, Sumida Aquarium — no booking, the stroller comes inside, and it sits in the Skytree mall you were visiting anyway. Pick Sunshine for a full rainy-day complex, Aqua Park for a no-plan arrival day at Shinagawa, Kasai for the cheapest and most spacious visit, and the small Shinagawa Aquarium for a calm morning with a baby.
Do Tokyo aquariums need advance booking?
Only one, in practice: Sunshine Aquarium sells dated tickets and treating them as required on weekends is the honest advice. Sumida, Aqua Park, Shinagawa Aquarium and Kasai all take walk-ups — which with a small child is worth more than any ranking.
Is Shinagawa Aquarium the same as Aqua Park Shinagawa?
No — and the mix-up catches visitors constantly. Maxell Aqua Park is the modern sound-and-light aquarium at Shinagawa Station; Shinagawa Aquarium is a smaller, older, cheaper aquarium near Omori-kaigan Station, well to the south.
